Latin America has made enormous strides towards democracy over the past 25 years, with almost all Latin Americans now living under elected civilian governments-a historic and unprecedented achievement in the developing world. But as the report documents, the region faces severe challenges that have led to a deep sense of popular dissatisfaction with its democratically chosen leaders. Slow economic growth, profound inequalities, and deepening poverty levels are triggering popular unrest and undermining confidence in electoral democracy.

Since 2000, four elected presidents in the 18 countries surveyed were forced to step down before the end of their terms following steep drops in public support.

· Voter turnout is falling across the region, especially among the young, while civil unrest is on the rise, with protest actions challenging elected leaders.
