Okay the Technical answer for this is Yes kinda most cell phones will pick up signal from a tower within 1-2 miles of the phone and most companies can tell which tower address you are picking up on and this makes it easy to locate the phone within 1-2 miles. But if your trying to locate down to an exact spot the cannot be done yet sorry.

You can look up addresses and phone numbers in the reverse telephone look up. But many times especially on cell phones it just tells you that it's a phone number given to a particular cell company.
