Original form of salsa (mambo) is part of American Ballroom, like one answer pointed out. Ballroom implies a lot of dances; salsa is just one dance.
From the other point of view, salsa is a Latin Nightclub dance, not exactly ballroom. If you put together Salsa, Bachata, Merengue you get a completely different mix of dances. There are nightclubs that teach all these but no ballroom.
It is all partner dancing, so it is very similar skill. See what you like better visually, what music do you like better. (With that, don't compare beginner Waltz to Advanced salsa and the other way around. ) Also, see what classes are available in your area - some places have no good ballroom classes to speak of, some don't have Nighclub classes.
As far as what is easier to learn, just to answer your question in the simplest way possible - I'd say salsa. You can learn salsa at many places, it is a bit easier to find good salsa classes, since it is taugh both in ballroom studios and at nightclubs. If you have a choise, go for ballroom studios - they tend to have better instructors.

American ballroom includes nine officially competed dances and a slew of social dances, often including salsa. Of the nine, mambo is one, and the poster who suggested ballroom is "slower" obviously didn't know this. There are still arguments about whether salsa is a separate dance at all, or whether it's just a form of mambo, so at least ballroom has to be a minimum of nine times as hard to learn, but well worth it. I was just at a ballroom competition this past weekend, and among the pros was the current US mambo champion. In the audience was the city's foremost salsa instructor, with his jaw on the floor.
And as for the "slower" dances being easier, quite the contrary. Foxtrot, with its slow, easy-looking glide, is actually the most difficult of them all to do well. Making it look easy is really hard.

Salsa is much easier to learn than ballroom.
Ballroom technique is very focused on posture, stretching from spine and upper body, getting the balance right from weight repartition and feet pressure to and from the floor etc.... but it is so exciting.
You will need 2 or 3 years to be able to dance the basic steps to a good standard and feel comfortable dancing with any other partner.
Salsa can been learned at a good level in 6 months where you can feel comfortable to dance with any partner.
Can be technical and challenging if you want to move to very advanced level.
But if you want just to move well on many steps and have fun, you will get there very quickly and quite easily.
So yes, salsa is much easier.

Ballroom can be just as challenging, but it's all really just about poise, and repeatition. If you don't mind that then you can try it. Salsa is a bit more challenging on the brain but you NEED a good partner.

it seriously depends on ur character and preference. if u are a very jovial and extrovert person who loves to socialise, please do choose salsa. it's more upbeat and lively, sociable it is and less technical.
ballroom is more elegant, technical and restrictive. restrictive as in u cannot really change a partner as and when u want, everyone have different frame and their steps are different. some take bigger steps and some smaller. height difference will affect ur frame.... preferbly the guy should be 5 to 10 cm taller than the girl when both of them are on proper footwear.
salsa is cheaper as the costumes and attire is more casual. (jeans and t shirt will suffice, together with sneakers or normal footwear)
ballroom ..... hmmmm you need a proper decent tailcoat and ladies proper dresses. in order for u to look good! proper dancing shoes (those with leather base).

definetely ballroom. salsa is easy if you are more of a...flamboyant person. i particularly reccomend the swing. it's addictive.

nothing is easy in today. what you can do is try to learn.
you must believe youself. u can do it and try show you's attitude to learn. Nothing is leasier and nothing is impossible.
