This question reminds me of an old joke,
Q: What do you call a guy that hangs out with musicians?
A: A drummer
If you don't have any instruments, I hope you can sing. Otherwise, it's a long way to the top indeed.
Go to your local instrument store and put up an index card that you're looking to form a rock band. Leave a number and wait.

If you seriously want to form a rock band, get at least one good lead, bass and rhythm guitarists and a good drummer coupled with some good lead singers. Needless to say get the right equipment too and here you are record few songs and publish them at the right place, best option for free publicity is myspace music.

put up some posters around, say your holding auditions and tell them to come to a specific spot! ;-)
