All of the states must give full faith and credit to the writs and orders of the other states. If another state has made an extradition request for a person in Louisiana custody, Louisiana must grant the request unless it appears that the other state's writ or order is invalid. That probably happens about once every 25 years. If the federal government wants the prisoner, the matter is not extradition, just a transfer. If a foreign government wants the prisoner, the applicable extradition treaty between the United States and the requesting country applies and Louisiana law is irrelevant.
