Yes you can switch if you want to. Have you heard of the No Child Left Behind Act that George W. Bush put into place in 2001?

THis is the first paragraph from the Wikipedia:

The No Child Left Behind Act of 2001 (Public Law 107-110), commonly known as NCLB, is a United States federal law that reauthorizes a number of federal programs that aim to improve the performance of U.S.'s primary and secondary schools by increasing the standards of accountability for states, school districts and schools, as well as providing parents more flexibility in choosing which schools their children will attend. Additionally, it promotes an increased focus on reading and re-authorizes the Elementary and Secondary Education Act of 1965 (ESEA). NCLB is the latest federal legislation (another was Goals 2000) which enact the theories of standards-based education reform, formerly known as outcome-based education which is based on the belief that high expectations and setting of goals will result in success for all students. The act also requires that the schools distribute the name, and home phone number and address of every student enrolled to military recruiters. [1]

Generally (and this depends on your specific school district) you can change your school, I believe that you must have the consent of your legal guardians however. The best thing to do is contact your School district office and ask them what their policy is on this matter. You may even be able to look it up on line just Google..er I mean Yahoo search your school districts web site. (just make sure that you get the right one, I searched mine and found one of the same name in another state)
I hope this helps.

I wish I could help you, but it all depends on the rules of your school district. Every school district has it's own rules. You could call the distric office and ask what the policy is. That's public information. If you don't want to call the school, you could call your local library and ask for the reference librarian. S/he might have a copy of the school district policies in the reference area.

If you are going to a private school, you can transfer to a public school in your district at any time.

If you are already going to public school, you can only transfer to a school that's out of your district if you receive special permission from the school board. If you have extenuating circumstances, I'm sure that they will grant special permission.

I was able to obtain special permission to attend a school out of my district. It was definitely one of the smartest things I ever did. Good luck!
