Yes, there are five Catholic dioceses in Russia: http://www.catholic-hierarchy.org/country/scru1.html

But the Russian Orthodox Church is making a big comeback after a couple of generations of atheistic Communism.

Of course, all religions are allowed. The Russian Orthodox Church is traditionally more popular, but you won't get stoned for being Catholic or anything.
