There is some disagreement among commentators over what a "billion" is in English usage. In long scale, a billion is 10^12, or a million million. In short scale, a billion is 10^9, or a thousand million. Short scale is almost universally accepted now, so in that sense, you are correct.

The next issue we have to tackle is the thousands separator. In American usage, a comma is used to delimit the hundreds place from the thousands, the hundred thousands from the millions, and so forth. Some countries use a dot. Sometimes it is written as a space, or other symbols. Insofar as I assume you are writing for a general American audience, you are correct.

If you are writing for a specific audience, you may have to take style rules into consideration. For instance, the Publication Manual of the American Psychological Association says that figures should be used for numbers greater than 10, but figures should be combined with words for estimates of large numbers. In other words, 89,000,000,000 represents the exact number, but "approximately 89 billion" would also be correct. As always, be certain of what you mean to communicate, and know your audience (to include whoever approves your message before it reaches your audience).

Interestingly though, in the traditional British system though, that is a milliard and a billion is 1,000,000,000,000 (or a million millions).
