What are my chances of getting a positive response?

I have applied for Phd in Pharmaceutics for fall 2007. I have earned 1430 in GRE ie 630 in verbal and 800 in maths 4 in AWA , 263 in Toefl 6 in Essay. What are my chances?Most of the universities informed they will be making decision in early March but I have not yet received any response from them yet. Does that mean i have been denied admision or do i still have a good chance ,its just a delay.I have been mailing them regularly. Should I call them up and ask my status ? Will that have a bad impact?Further I have been put in waiting list in one University.Is it a way the University means to say that i am not fit for the post and just to be soft they have informed me that I am in waiting list?

It is always best to follow up with a phone call. If you are kind and professional it will not have a bad impact.
It is a very regular and normal occurance for schools to get backed up in paperwork. It is likely this is the case. This means it is still possible for you to recieve a positive response.

A waiting list means that you weren't their top choice but if someone drops out or decides not to go there you will be contacted. It is not a polite way of saying no.
