First of all, no software can really "speed up" the Internet/web/interweb/whatever.
Please note that I'm assuming that you're using Windows XP....
There are, however, some changes one can make to the Windows Registry to speed things up a little bit...Dr TCP is an application that simplifies these changes (see here: http://www.dslreports.com/drtcp).
Honestly, though, it sounds like you may have some spyware or viruses on your computer. Give this online virus/spyware scanner a try: http://housecall.trendmicro.com.
If you still find your computer slow after this, answer this question....is it your whole computer that's slow, or just your internet access? If the former, then you might want to consider doing a "clean" reinstall of Windows (see here: http://www.pcworld.com/article/id,105866-page,1/article.html and here: http://support.microsoft.com/kb/316941).
If it's just your internet that's slow, you should probably contact your internet service provider. If you have another computer than you can plug into your internet connection to test it, that would also be a good idea.

If you have dial up (this is slowest) get DSL - next fastest
Satillite or Wireless even faster,but all these cost more.
You can right click on icon of computer at bottom right task bar and it will open window showing speed,duration of connection,status and activity.
I do not beleive that software would help,speed of loading (some programs like phishing filter will slow loading of web pages) controled by your ISP and how busy the internet is with traffic.

Click start >click run >type in msconfig click on the startup tab then uncheck everything there except your anti virus and internet connection . Click ok and your computer will restart . Then see if your computer browsing speed has improved. To surf better on certain sites you need to turn off the java script .
Try another browser like firefox http://securitynewsfromthenet.blogspot.com/
or opera http://www.opera.com/download/
Install a good firewall if you dont already have one
