Well, they stated this early on in the series.
Kyuubi is know to be the strongest demon monster there is, and it simply was TOO strong for not only the strongest person in the village (the 4th Hokage) but the whole village combined to stop it.
Which is why so many people died during the battle with Kyuubi. No one could stop it and the only way the 4th Hokage could come up to stop it was to seal it. As in many storylines, what you can't beat because it's too strong, you seal it away. And it seems the only sealing one he had was to seal it inside someone, so he did in Naruto, and knowing the fate of that he entrusted that they would keep that knowlede from the kids so Naruto wouldn't be persecuted too much, but probably knew Naruto would group up to do great things.

It is impossible for any one person to kill the nine tailed fox. He used his special brand of Jutsu to seal it into Naruto, hoping to make him a hero instead of allowing the fox to roam free and continue killing.

Nobody was strong enough to kill the beast. thats why people seal the beasts inside new born babies.
