No, it is illegal to POST a copyrighted video on YouTube. Making sure that copyright laws are enforced is the responsibility of the management of YouTube. many times i will try to view a clip, and it will tell me that, for copyright reasons, the clip is no longer available

No. It is not illegal to view or download a clip from any site. Uploading or hosting a copyrighted item is illegal.
