You always want to have your friends close to you and you need to have your enemies closer so you can keep an eye on them!

Keep your enemies close so that you know what they are up to. You can't trust an enemy. So keep your eye on them. Watch them like a hawk. That is what I think it means.

It means that you keep your enemies closer to yourself than anyone else so that you can know at all times what they are getting up to.

It means trust no one. Obviously you want your friends close, but keep an eye out. Your enemies, however, you should befriend, so that you can make sure they don't have the means to harm you. Make them your friends. Its always harder to hurt those who consider you their friend.

It's your enemies that are going to hurt you, so you need to know even more about them than about your friends who, presumably, are not going to hurt you.
