Alright this question is kinda out there but I thought I would give it a try on this answer thing.
I'm planning on proposing to my girlfriend this coming weekend who lives in Seattle and I'm from California. I've been going up to see her for awhile now however trying to be CREATIVE in a territory that's not my own is turning out to be challenging.
Can someone who's familiar with Seattle give me anything to work with...anything!?

Have you been to Seattle with her before? Where did she take you? If there is already a memorable place for the both of you here, then I would recommend you bring her back to that spot. It all depends on your past experiences and the passions you two share. There are many beautiful places here, but try to think of the things that you both like and go off of that. Crowds and community? Pike Place Market would be a good place. Art and nature? The Olympic Sculpture Park just opened up... Animals and culture? Woodland Park Zoo has a few private places... Intimate and cool? Pick from one of the many many MANY Coffee houses or cafes. See? it all depends, go somewhere you will want to remember, somewhere that represents the both of you. Good Luck!

My first suggestion is to do the obvious and try to incorporate it into something you both enjoy doing in Seattle whether it's boating, hiking, dining, the theatre, etc. It'll be something you'll remember fondly in the future and able to use in anniversary planning.
You could also contact a local wedding planner to see if they have any good ideas. It's in their best interest to offer you good advice so that they can offer you their services afterwards.
Another safe option would be to use the Spirit of Washington Dinner Train, it's a beautiful ride, meal and you end up at the Columbia Winery. It's not as cliche as the Space Needle. (If you want something more creative they actually have a Murder Mystery train that with advance notice they'll incorporate the proposal into it!)
You could also arrange to have a photographer show up somewhere you plan on being and "offer" to take a photo of the two of you during which you could propose and have it all on camera.
Additionally two ideas you could do at the airport would be:
If she meets you outside the security checkpoint you could make cards spelling out your proposal and ask a couple people on the same flight as you to hand them to her when they go through security (Make sure to bring a picture of her to show them and then you could watch just outside and wait until they've all been delivered) Or tell her to pick you up on the drive and you could be waiting with a sign saying "Will you marry me?" If you're sure she'll say yes that will give you the entire time you're here to celebrate your engagement.

Lake Washington has some beautiful parks and beaches that make a lovely background for a romantic air.
Also, there is the Cedar River Trail in Renton, just south of Seattle. You could go there for a romantic walk.
Closer to the mountains, there is Snoqualmie Falls. Countless proposals have happened there.

Some great parks to check out are Lincoln Park in West Seattle (great views of the water lots of trees and lots of little spots to have a private moment) Alki is nice same but with lots of little cute places to go eat, Discovery Park in the Northend is really cool too.
Seattle will probably have rain, but if you can get her up early enough to watch the sunrise (around 7am lately) the colors have been spectacular. Something to the extent of I can't wait another morning to hear your answer...
Snoqualmie should have snow this weekend if you want something like that... Or one of the Japanese gardens. There are so many romantic places in Seattle.

I would say around Lake Washington too, Bellevue or Kirkland are such pretty cities. You could take her to a nice restaurant on the lake while the sun sets, or you could ferry over to Bainbridge Island, do it on the ferry? Or the beach over in west seattle? I dunno, its so damn pretty everywhere there!
