The official NBA ruling states that a player must "lose control" of the basketball and that another player must touch the basketball in order for the original player to regain his dribble. I vaguely remember seeing players such as Pippen employ such tactics in the past but don't know if it is still legal now.

Yes it is legal, the player just needs to make sure they arent touching the ball when it touches the defender. For example if you hold onto the ball and just touch the defender with it, that would be illegal, but if you throw it at the defenders shin and it bounces off then you proceed to pick the ball up, that is perfectly legal.

as far as i know it is because it is touching another player and the ball is technically loose but it may come down to a discusion of if possesion was lost or not.

yes. just cant touch the feet or lower part of leg. thats a kicked ball but you get the ball back
