Progressives first of all sought to define social, economic and political problems as technical problems amenable to technical (engineering and scientific) solutions. They hope to identify their proposals and programs as scientific, therefore rational and therefore morally right.

the scientific method?? i dont have a clue but i do know TR and WW were 2 presidents that really moved along with the progressive movement by enacting laws and creating commissions and boards to help the people in what they needed... umm maybe someone can come up with a better answer
