The Soivet Union wanted to confuse the people by making it appear that it is composed of republics when in fact they are administered through the use of force.

Well, not really. Who is to stay what consitutes a republic? To them these were republic-like enough and that's that. Federation? Also, again, who is to say? The republics had many local freedoms- they could teach in their own languages and make local decisions, etc. .
