There has to be a story behind it; Scooter sounds like a dog's name not the name of a (former) government official.

Why is Scooter Libby called that?

Same answer to same question yesterday--not from you: dogs scoot when they have fecal matter stuck to their rectums. Speculation from another responder suggested perhaps Mr. libby has worms.

By the time Scooter was born all the good names were taken. That, at least, is what his sister Butch said.

new a kid in school named scott that the little brother couldnt say scott.. he became scooter everyone has a nickname with a story mines no where close to my name but i answer to it and if you arent in on it you wouldnt understand lol

His dad gave it to him as an infant after seeing him crawling around the floor.
