Sounds like you are talking about the bevel and emboss effect. On the layers menu at the bottom, it's an f in a black circle. This is the effects button for the particular layer you want 'shiny', which should be selected. Click it and select bevel & emboss. All you need to do is adjust the curve to look like a wave, unfortunately I cannot 'draw' that out in text so you can understand. It should look like a Sine wave in order to be 'shiny'. That is pretty much it, just adjust the percentages to get what you are looking for.

this method should work either way but want you want to do is make a copy of the layer and then go to filters(photoshop), this might be different for gimp.

Anyways you want to select Gaussian blur, I do believe gimp has that then in your layer properties select lighten and your set.
