Yes. The lust for power corrupts. Having power can corrupt. Unfortunately this is why many powerful people are corrupt! People that are basically good & that care about others often don't have a desire for power. Getting to the top often requires stepping on (& hurting) people along the way (not to mention lying, cheating, stealing, opportunism, whatever it takes). Some people may be decent folk until power goes to their heads. Beware a bloated ego...
People say that money is the root of all evil. It's the lust for money that inspires evil. Power is the same way. Most people that yearn for power also yearn for money & vice versa. They tend to go hand in hand.
Some powerful people who weren't evil & not motivated by money: Jesus. Gandhi. But they're the very rare exceptions, not the rule.

It depends of course. Those possessing power have tremendous responsibility. Someone with integrity, and a sense of the importance of being a compassionate human being, can use power for good. A person of corrupt character, lacking wisdom, having selfish aims, will use it to create much damage. It's as simple as that.

if you are human then indeed it does, unless of course you are one of the incredibly good people who generally avoid power.
