I know a guy who took it when he was 21, he had an erection all weekend and the novelty soon wore off, ever tried to pee with an erection?

The same effect that it has on a person who needs to take it - it will cause an erection. However, since the teen presumably doesn't have erectile dysfunction, it would be pointless. Although the erection would happen, it doesn't change the time it takes for the male to ejaculate, so what would happen is the teen would be left with an erection and no desire to have sex.
Taking any prescription drug for recreational purposes exposes the person to medical risks of adverse reactions and side effects. Prescription drugs require screening by a doctor precisely to avoid issues like heart problems, kidney problems and other serious side effects when a drug is taken by someone who doesn't need it.

I know that it could potentially be unhealthy for a teenage boy. It may cause blood vessel damage in the penis, due to not fully matured vessels. But then again, depending on your age, you might be just fine, but with a hard on for hours. Might want to check with your doctor first.
