Sauron was the lord of the rings. He had a hand in the making of all the rings of power, and created the One Ring to control all the lesser rings.

Sauron is the one true lord of the ring. He created it to enslave all the free people of Middle Earth. Many people try to master the ring, but as Gandalf says "There is only one Lord of the Ring, and he does not share power!"

According to the book and films, Sauron was an evil force that lived in his castle, and when the elves had the dwarves created great rings of power to govern their people, Sauron secretly created his own ring to govern them all. But, he was slain, and his ring fell from person to hobbit, eventually being destroyed by Frodo & Gollum.

So, Sauron was the true Lord Of The Rings.

I remember the ruler of The One Ring is supposed to be Sauron. But, it's changed hands so many times... and it makes people invisible and all that... it's a very desirable ring *gollum... gollum...... preeeeeeeeciousssssssssss*.
