I think you mean when someone says "They are blunt."

Blunt usually means harsh, impolite, unrefined, or insensitive.

It usually suggests lack of regard for the feelings of others.

For example: you can be blunt by refusing your daughter to have a sweet sixteen party because she didn't take out the trash every day, keeping a student from going to the bathroom when they really need to go, or not listening to what someone is really saying.
