I would say that if there was in fact a 'deadline' for submission of your application, that you are too late. You can certainly submit your application, but a deadline probably means that they were looking to fill the position quickly. I would definately contact the company, let them know you were just made aware of the position they were interested in filling, and ask if they've had any success in filling it and if you could still submit your application. They will probably have it filled, but at least you will have your application in there if they need to fill another position down the road.

It can't hurt. Although many employers have deadlines, sometimes the positions aren't filled by the allotted time. It is also possible that the person they hired doesn't work out and they will again be looking for someone. At least you will have your resume/application in front of someone and who knows....they may have something else available. What is the worst that could happen....you don't get the job??

you can apply, but they probably won't accept your application. you may want to call them and let them know that you just saw the opening, and are submitting an application because you're really interested, and ask them to keep it on file if any openings come up again. good luck!
