of course it is, tampering with mail is a federal offense. i'd talk to the family member though and make yourself clear about your feelings before you file a complaint though...

Yes, opening someone elses mail besides it be your spouse or to a minor to a mother and father is a federal offense and is highly prosecutaable if the person who commits the crime has an illegal thought in mind for the mail as identity theft or chemical warfare (anthrax). But if someone in your family is opening your mail, unless they are trying to commit a crime in doing it, is not a prosecutable offense but it is illegal.

Tampering with mail is illegal, and you could press charges on the family member doing it, but that seems foolish. The only way that I would consider it acceptable to press charges would be if they were opening bills or something important (like a college or job acceptance) and then loosing it and causing a problem for you.

Yes it is illegal for someone other than yourself to open your mail without your consent, I dont know the consequences for such a matter but I dont think you could actually sue your family member for something like that!

According to U.S. Code Title 18, 1341, it is unlawful for anyone but the addressee to open mail (unless, of course, you are under 18 and that other person is your parent or guardian). It doesn't matter who it is that breaks this law; family and friends are equally as guilty as strangers.
