I believe the common treatment for it is circumcision. I do not know the cost for such surgery for an adult male but I don't think it is that much.
As far as the length of your penis goes: Many men have penises which are small in the the flaccid (non-erect) state and then they become average or even large in the erect state.

You have cultivated an absurd obsession. Size if penis does not matter. If you have full length when erected, you are fit and can enjoy sex beautifully. I don't think you need a surgery, but to appease yourself go and consult your physician. If needed, it will not cost much.

What you are talking is circumcision. In the Muslim community it is performed on all Male children at a very early stage.
No need to confuse your self with the the Width! First attend to your tip which will tear and you will bleed f you ignore it for long.
