Well depending on how nice your neighbor is, you might find your self charged with theft of services and having to get a lawyer, prove you didn't and spend some time.
Just go ask if you can use it. There is no need to STEAL IT!
If he is using a normal home router, your computer will be connected to HIS network. Now he will be able to see you and you him. If he knows his stuff your computer will cease to function very quickly. (Hope you like re-installing your system)

Ok since you added a few qualifiers, I will answer some.
If you have WEP 64 protected Wifi it can be hacked in just a short time. Once the "cracker" (hackers aren't the same) has received an IP on you LOCAL network he is connected to everything on that LAN.
If there are SHARES on the system he will have access to them very quickly. Once those are accessed the rest depends on how secure your system was setup.
If you use the Windows Firewall and poor passwords (or none), well a few minutes is all it would take someone who knows what they are doing to take FULL control of all your network.
With that control they can, find out all your passwords, all your information that you have on the computer (bank accounts, credit cards, etc) and within a very short time.
If they just wanted to borrow your system, so that you look like you are the criminal, they can then access remote systems and begin cracking them.
They can send emails using your accounts to as many people as they like (great spam tool!) You will get the blame and the blacklist. Your ISP may even disable your account.
Other than these,, what else would you like to do?
Security on networked systems is a must, if you have a wireless router, use WPA or Radius, or some secure access system. Then lock down your network.
How do I know? Been at it since 1979, been hacked, fixed businesses that have been attacked. Reloaded tons of Windows and Linux machines that have been compromised.

Good question as I'm doing the same. But all it seems I can do is surf the web and not do anything with their system. It would be a little silly to let them no what you're doing though they will start to lock it down if you do. And if you have acess they do too! They could be watching right now :O

Tracy L is correct, an open Wi-Fi (un-encrypted) will be open to anyone to hack. One can buy a simple WLAN sniffer to capture packets off the air and get passwords to email accounts and other accounts and then it's Las Vegas baby. It is the same as parking your car on the street with the doors unlocked with the keys on the dashboard.

Highly unlikely you will be able to anything besides surf the web.
Most Wi Fi are simply routers with a wireless capability, unless someone had a totally unsecured network attached to the router you would have no access, but you would be able to use the router to get to the internet.
Unless they were then monitoring usage they wouldn't even know about it.

hey i have a home router and i know enough about computers to lock it but it works to my advantage because my neighbors pay me 10 bucks each so the pay for my Internet service and a good thing with my system is i can see who is logged on at any given time and kick them off then change my password but to answer your question nothing but access the net if you had my software you could print but that's about it

well if they were not careful you could look at their files, use their printers and behave like a common twit. but if they were careful, then you could do none of those things, nor could you surf, because they would have locked down their connection.
