When I read the book a few years ago my Lit teacher said that the owl eyes were meant to symbolize the eyes of the government on society at the time.

HAHHHAA i actually read this book it was awesome.
anyways owl eyes is a character.. he has problems with his car cuz he was careless and hit something. he doesnt really represent anything he's just some old weird dude who goes into gatsby's party and just go to his library and read his books orsomething his a strange character alright
