Guam like all other U.S. territories have representation in congress but no voting representation. That means all they have is a voice but no real leverage. as for voters rights, only states have that . Guam would have to become a state. most people who live in territories like it that way. With statehood comes things like TAXES!!

Because they are not "actually" part of the US and they have their own gov, like Cuba, they are just a territory of the US and have no say in our elections, even if they are American citizens

As I understand it, they are a 'protectorate' not a state. In a way, that's better.
