I live in Northeast Arkansas, and I want to start my own catering service. Is there any type of liscence required or permit that I need to obtain before starting this?

You need to talk to the department in your state that handles restaurant lisenses. You need a food sanitation certificate and a license for a commercial kitchen .
You might get bye if you do all your food prep at the customers home or a facility with a commercial kitchen that you can use.
Its probably your local health department to start.
You probably want business insurance , including liability.
