In our country's original inception, yes. However bitter partisan politics have been a "cornerstone" of the American Political system since day one. Read the Jefferson Papers or reseach the election of John Adams and you will see more shrill antagonistic actions than you believe.
FYI Small Government means empowering from the bottom up. Individual, City State then Federal. It would take more than the elimination of political parties. You would have to restructure the entire tax code from the city level up and restore the balance of power back to the states. The states then in turn would have to restore their balance of power back to the individual. The individual would then be empowered to decide at the city level the best type of taxation or representation.
With that, say goodbye to world power, a standing military, our National Parks System and any remote chance of health care for the poor. Not to say anything about controlling immigration, the drug trafficking or the resultant lack of Federal Law Enforcement on any environ. Even Aviation, the crux of our national transportation system would be reduced to a series of non interacting city level entities.
It would be Bedrock and we would all be working for Mr. Slate

It is past time we did this. Its to late because both sides r so brain washed into thinking that their party is better than the other when they both dont care about the ppl. I AM SO GLAD THAT I HAVE BEEN ABLE TO THINK FOR MYSELF THANK GOD. The ppl wouldnt know what to do if they had the chance to think for themselves thats the honest truth
