While I can't speak for the writers, it seems to me that they are trying to convey the death of the America that Captain America stood for. The recent issues surrounding government surveilance of American citizens, the "war on terrorism", and the war in Iraq and Afghanistan don't sit well with some, and by killing Captain America, they may have been suggesting that some people in power are destroying the best part of America.
Just my $.02. Everyone needs to decide for themselves what these things mean.

Because it was part of the storyline. The Marvel universe recently went through a situation that was designed to parallel the US after 9/11. A group of second string heroes were chasing some villains, who blew up a school bus and a school, killing hundreds of kids. The government made new laws mandating that all superheroes had to register with and work for the government. If they refused they were thrown into internment camps with no trial and no hope of release. Some even went insane and killed themselves, or at least tried to. Captain America led the rebellion against the law and the government, and he recently surrendered and was facing trial and execution for treason. As he was led to the courthouse, he was shot protecting one of his police escorts from a sniper. He died on the way to the hospital. It was commentary on the fact that in the Marvel universe, like our own, what America (and Captain America) once symbolized was dead. Captain America couldn't represent a fascist country, so he had to die.
In a year or so there'll be a revolution and he'll come back from the dead to lead the final battle.

Because he is just a character in a storyline. Actually they only killed Steve Rodgers, not Captain America. They are already making plans to bring Captain America back. But who will be behind the mask? And why does Wolverine who came to attend the funeral get suspicious and leaves?
In a couple of years, something will happen.
