None of the Above. They All lack vision to create wealth in the world. None of them are as conservative as either JFK or MLK. Bush & Blair at least are principled individual that are considerate of human life.
It would take someone like Theodore Roosevelt. There is the problem he is too long winded if he was still alive.

The last thing (well, OK, second to the last) this world needs is a dictator.
But, accepting your premise, there are people I'd choose before any on your list, but of the ones you list, I'd have to say John Cleese (or however it's spelled).
Edit with reasons: He's a humanist, anti-torture advocate; he still has all his brain cells (and he started with more than one).
This makes him superior to the rest on your list: Bush, neither brain nor heart (as we in the US know, he's a really destructive dictator); Blair, not much better, he has brain cells, but no heart; Howard I know little of but seem to recall he's not much better than Dubya. Bin Laden? No heart. Theocrat. Brute. Ozzy O? Brain cells fried, no longer functional. Doesn't really give a &*%$, either.
