Yes, most of the southwestern section of Texas is desert with sparse vegetation and very little natural water resources.

Depends on how you define desert.... If you want blowing sand dunes like you see in star wars, then no. If you mean a very dry climate where there is little rain, not much grows, and there are armadillos and rattlesnakes... then yes.
