I have dark hair and green eyes too, and here's what I use:
1.)
I like light gold and brown eyeshadows the best. They make the eyes pop while not looking overdone or fake. I like MAC and Elizabeth Arden. If you go to a MAC store, you can try on different colors for free.
Light greens and plums look good too. Almay and Wet n' Wild have pallettes of three greens that make green eyes really stand out.
Black eyeliner is your best bet since it looks hot with pretty much any skin/hair types. Be sure to get a good one that glides on easily and doesn't smudge. MAC and Elizabeth Arden, once again, are my favorites. Brown eyeliner looks nice too, if you want to go more subtle.
2.) line the top of your eyes close to the lash, and line the bottom of your eyes just above the bottom lashes. if you thicken it near the corners, you'll achieve the Gwen Stefani look. be careful not to line to far below the eye or you'll look like a raccoon. also, smudge the liner with silver eyeshadow.
3.) I like to blend gold and brown shadow together so that I have a light, shimmery brown color. then I brush it on the lids. if you want to brighten the eyes a bit, you can take a pointed liner brush and brush light gold or white in the front corners of the eye.
If you have a set pallette of three shades, brush the medium shade on the lid, the darkest shade in the crease, and the lightest shade to the brow bone.
Another option is brushing a transparent shimmer powder on the lids. It looks natural, but pretty.
4.) I would definitely suggest curling your eyelashes and lightly coating them with mascara. I use Elizabeth Arden mascara and I love it.
Other essentials:
blush (i like covergirl)
spot concealer (i like wet n' wild)

With green/brown eyes, purple or blues make the eyes pop out making them beautiful.
Eyeliner on green eyes is a dark purple or blue eyeliner. (almay play up the green is a great way to do it)
Eyeliner is like a drawing pencil if you use solid pencils. Just line the eyes pulling the skin taunt and don't leave partial lines. Smude the eyeliner with the eyeshadow.
Putting on eyeshadow isn't all that hard. Simply take the applicator with a eyeshadow and press lightly on the corner of the eye. (by the nose) Drag the applicator so the eyeshadow covers the lid and stop at the other corner of the eye.
If you want to lose your freckles put on some foundation or concealer. But they can make people look more bright and loveable.

1. Thge best to put on eyeliner is dont put it on thick or it will look lumpy and wrinkly and makes you look wrinkly unless you have dark skin and thin hair then dont put it on thick.
2.You should use a dark green eyeshadow it always look bestdark green eyse and dark hair.
3. The best way to put on eye shadow is very thin not to light or it will look like you have a black eye you should pug it on dark but done rub the brush to hard on the eye it damages the eye and it l,ooks crappy.
4. I dont have any other tips but if you have any other quistions come to me i know what your going through i went throught the same thing with my makeup when i was young im me if you need any more help

i think the eyeshadow question depends on what your wearing. but dark shadow (like dark gray/black) would really make your eyes pop. just apply them on your lids going slightly off into your eyebrows. also, applying powder to them before you put it on, makes it last longer (and it doesn't change the color of your eyeshadow).
as for the eyeliner, the best thing would be to go with a shade closest to your hair color. that not only makes your eyes appear bigger, but it's not in a way that will be over dramatic. so black would be your best bet.

The way you wear make-up not only depends on your skin tone, but your age. I'm assuming that you are in your teens, since you are new to make-up. If that's the case, you probably don't even need it!
If you really want to wear it, just remember not to over-do it. Too much make-up will make you look like a clown, not to mention clogging your pores and causing some serious break-outs.
True Blend foundation is very affordable, and covers really well. It's one of the best foundations I have found.
There are eye makeup kits in your local make-up aisle that compliment every eye color. I can't recall the name of the brand, but they tell you "If you have ____ colored eyes...". The colors in the kits go perfectly with your eye color, and they include instructions for application.
Don't go with celeb trends on applying make-up. Remember, they are basically applying "stage make-up" so that they look good from far away (on stage, while on the red carpet, etc). In real life, and up close, that look is very caked-on, very overdone, and brings out every imperfection.

It is hard to describe what is best for you because I am not looking at your face. I suggest that you go to a MAC counter and have one of the girls do a makeup for you. I am sure that by the time that they are done with your makeup, you will have great ideas as to what would work for you-
