That all depends on what you mean by "Dirt Bike" if it is a duel purpose bike yes you can and it is safe. anything else is illegal and unsafe.
Duel Purpose bike: Street Legal
Is licensed and has plate.
Has headlight and Taillight
Brake Light
Has Turn-signals
Has Horn
Has street legal tires
Has Mirrors
Driver Must have Motorcycle Driver's License
Enduro Bike: Not Street Legal
Has Headlight
Has Taillight
No Brake Light
No Turn Signals
No Mirror
Tires Not For Street Use
No Horn
No License Plate
Motocross Bike Not Street Legal
No Lights of any kind
Tires for Track use
Some Have Two Cycle Engines
No Mirror
No Horn
No License Plate

NO !!! Dirt bikes are made for dirt use only. There is a computer chip installed in the bottom of the frame that detects asphalt , cement , and any other substance used for roads and causes the engine to quit running. If this happens you will have to remove the swing arm and fill the bearing with dirt to get the bike started .

Yes and no...it depends if it is a street bike or is it made to trail and sport? Just need to follow all street signs and if your riding on road you need to use it like a car with plate on the bike and if you need a silencer to ride street do it. If you get in trouble cops can take the bike and slap hefty fines if they wanted

I don't know about other states, but in Wyoming you can ride your dirtbike on the road if it has a headlight, taillight, mirror & horn.
As for safety, it's just as safe as riding a sportbike.

WHat? Of course you can. I use to have a huge nobby tire on my Yamaha 250 enduro dirt bike. Not good on highway but ok on side roads. Not sure what the insurance companies think of moto-cross bikes, no I would think.

Some dirt bikes are street legal,and some are not. In order for a dirt bike to be street legal,it has to have head lights,brake lights,turn signal, and speedometere,i think that is it.

Yes you can. All you have to do is get it licensed, follow all the rules and regs for getting it registered, mirrors and all that good garbage. Then get street tires.....you dont want dirt tire on the street.

if you have a headlight and tail lights then it is ok the tires will be noisy but the exaust will cover them up.
