They dont want to takcle any thing important like homeless people, polution, crime , or health care. Or are so dumb they would not understand any of the above. But then that is a given.

Taxation. The same reason the majority of counties and cities have building inspectors and sell building permits. To see how much money they can rob from the owner.

The biggest percentage of corporate welfare goes to the agricultural industry. They need to know how much they've got to determine how much taxpayer money they'll get.
