All of these answers are right, ( except Mussolini) the question is when. Hitlers henchmen, all named in the above answers, were at one point or another favored. Thats why they were called lapdogs. Instead of working with each other, they all competed and would lie to hitler to gain his favor. Goering failed tio bring Britain to its knees with the Luftwaffe, which cost him any favor he really did have. So on an so forth. Hitler was very indecisive and restless, therefore, when he had an idea, he would call whoever was in charge of the part of the war his idea would be usefull for, really, he didn't even care at all for any of his henchmen. they were a means to an end like everyone and everything else.

While many of the listed ones were leaders, and Goering was the second man in the Nazi hierarchy, Martin Bormann was the man closest to Hitler throughout the war. He controlled almost all access to Hitler, and was the main conduit through which Hitler issued orders, especially as he became more paranoid and reclusive as the war dragged on.

Bormann was his immediate underling and did everything from inspecting camps to issuing orders. He filled in sometimes for Hitler at staff meetings. Although Goering was vice chancellor he was more of clown then anything, Himmler was psychopath that they kept hidden. Goebbels was only the Public Relations director.

Colonel General Alfred Jodl, Chief of Operations OKW
Goering, Himmler, etc, were just in charge of the concentration/extermination camps. Jodl was a military advisor. The war was more important to Hitler
