If the decimel is .3 and I want a percent isn't it 30%? And then how do you make it into a fraction?

yes .3 = 30%
to make it into a fraction just take the number and put it on top of a 10 like so:

3/10

putting decimals into fractions is really easy if u are able to recognize the pattern:

0.1 = 1/10
0.11 = 11/100
0.111 = 111/1000
0.1111 = 1111/10000

0.283714 = 283714 / 1000000

also remember to reduce and simplify if possible
ex:
0.25 = 25% = 25/100
25/100 = 5/20 = 1/4

Maybe a little more explanation might help. The word "percent" originally comes from a latin phrase which means "by the hundred" ('per' = "for" or "by"; "cent" = hundred). So if you see a percentage, like 30%, take away the percent sign and put it over a hundred. Now you've got 30/100, which can be simplified to 3/10 (since both 30 and 100 are divisible by 10).
