The Pentagon is no different than any other bureaucracy. The military elite are mostly lawyers today and they spin the news to support their agendas, just like the other governmental agencies., Even though they are to follow the law full orders of that same government. If I read your question right , They are responsible for trials of military personnel accused of crimes against the uniform code of military justice. Like the soldiers accused of murder of civilians in Iraq

They have to make the US citizens & the rest of the world assume this role earlier than The Hague's International Criminal Court of Justice, otherwise they will have a lot of freaking time to find answers.
