How do i make dumplings with no milk

I found a vegan recipe that offered a milk free dumpling recipe ... what I posted is an edited version...

4oz self raising flour
2oz cold margarine, broken into small pieces
1 teaspoon of dried herbs (optional)
a little salt
water to mix to a dough (about a quarter cup)

For the dumplings: rub the fat into the flour, add herbs if using and salt. Gradually add water and mix until you have a workable dough. Form into about 10 small balls and place in the simmering pan of the stew for about 20 minutes until cooked.

Ok for chicken and dumplings

get 2 skinless and boneless chicken thighs defrost them however you do. Put them in a pot of water (water must be just a little bit over the chicken) add minced onions, however much you desire for flavor, and salt and pepper. Let boil till ckicken is white. Take out and cut into bite size pieces. Depending if the chicken is still pink or not cook between 2-5 more minutes. Then add a small can of cream of chicken into it. Stir, let sit for about 2 more minutes. Then get 2 cans of buttermilk bisquits, cut in to fours. And put them into the pot on medium to low heat and stir every so often for about another 15 minutes. Make sure when you stir you flip the bisquits around so the ones on top get cooked and the ones on bottom dont get over cooked. Same with the chicken peices too, becasue they can stick to the bottom of pan if not done properly. Then let sit for about 5 minutes and the dumplings soup stuff will have thickened a little more and serve.
