Actually, it sounds correct. The owner can inspect the property with prior notice. I'm not sure of the lead time but a day or two is probably what the law allows.
If the manager gave notice, it is within the law.

I will try a different opinion, while yes with proper notice a landlord can enter the property in a non-emergency situation of any reason with proper notice.
But I believe, though check something like the ca attorney general web site or talk to a lawyer before you do something, that in CA there is a list of reason to enter a unit for non-emergency and I do not believe inspection only is a reason general maintenance yes
But what are you going to do about it?

Sometimes its 24hr notice and sometimes its three days, but if you get notice then its legal, you can be there when they go through. Look over your lease to make sure you don't have anything they don't allow (pets, candles, etc)
I had a copy of the lease and a copy of Renters rights forms that i got from a law office. I left those spread around the tables and counters on the last visit with sections highlighted and the land owner looked at them like they were snakes.

Yes, it is legal, as long as you had 24 hours notice. They don't need a reason, it is their property. Don't worry, they aren't concerned about your clutter. More then likely they are planning to improve something or checking up on the property manager.

Yes it is legal. If you were the owner and you had a property manager wouldn't you want to check and be sure everything is running smoothly. If it isn't the property mgr isn't going to tell him, is he. This is actually quite common with an off site owner.

It is legal if they give you 24 hrs. notice. This is true unless there is an emergency. In that case, they may enter the premises without notice because of the emergency (broken water pipe, etc.)
