what are the regulations and regulatory hassles involved and what about the emissions testing (DEQ)?

Maybe, but you must follow strict guidelines before bringing it in, and the vehicle must be brought into compliance by a registered importer afterwards.

Go to the US customs website: http://www.customs.ustreas.gov/xp/cgov/home.xml and search for "importing or exporting a car" to download guidelines for doing so.

i'm guessing there will be customs fees as well as tax and licensing. diesels are usually within emissions tolerances unless you plan on registering it in california.

probably not..they r very strict on diesels.
