I keep a baby name book beside my computer and use it for names. Other people have other ways of naming characters. My writing partner looks at movie credits for names. Some use obits. Anywhere you look you will see names. A lot of famous killers have three names - Lee Harvey Oswald etc. It will come to you. His name, like his character is buried somewhere in your mind. C.

Serial killer names tend to include some Hebrew or Christian name (John, Paul, Ruth, Sid, Elizabeth, Timothy, Matthew, Mark, Luke, and many others).
Some of the names I've included above are a bit absurd, but you might be able to mix and match first and last names. I suggest not making the name too crazy, unless you don't want your reader to take the character (him or her) seriously.
