The UN is inutile when it comes to castigating violators in the use of chemical and biological weapons because the International Court of Justice cannot even subpoena the suspected countries for trial. It was the US and its supporters that enforced the actions against countries that irresponsibly used said weapons like Iraq.

not much. when Saddam used chemical weapons on the Kurds, which the US had sold them to use on the Iranians, the UN was powerless because the US can veto Security Council resolutions.

Terrorist acts around the world are routinely condemned by the general assembly and security council but action is generally only taken if the US wills it. This is why the world hates hypocritical US foreign policy.
