If your lease says you must give 30 days notice, then you have to pay for the last 30 days. You need to read your lease. It is all in there.

Usually, the deposit that you put down can not be used as last month's rent but sometimes it can. The lease will tell you that.

The manager has a limited amount of time to get your deposit back to you. Check with Fair Housing in your state. Each state might be different. In my state, if they don't give your deposit back within 14-21 days, they have to give it all back even if you have damages. They need to give you either the deposit and/or an explanation of damages and what they deducted from your deposit.

Your property manager is correct. Unless other arrangements were made at the time of the original lease agreement, 'thirty days notice' is considered to have been given based upon the rental month. Hence, if you give notice on the 10th of February that you will be moving, the notice is considered to take effect on March 1, and you are expected to pay the full month's rent for March. Residential rental rates are generally not pro-rated for partial months.
