you guys know what i'm talking about? it's either construction people or something doing some kind of survey and they have some machine with a yellow tripod. who are they and what are they actually doing?

The machine is called a theodolite & it is used for measuring angles &elevations. The people are probably from the highway department or some other city, county or local agency responsible for road maintainance, upkeep & construction. The survey is used to accurately determine what the current road or underlying surface conditions are, so they can better design the new one or the repairs needed.

Lots of times, they are surveying a piece of land for its exact boundaries, especially if it's about to be sold or if there is work that will be done on the site. They may also be marking precise spots for road or other contruction. They use markers placed in the ground called "benchmarks" to measure; they're not obvious, but they're there.

they are trying to get the best aproxomate distance from one point to another point. they have something at one end and the tripod at the other and they look through the tripod to get the distance between the 2 objects.and the machine is recording the distance.

Someone in your neighborhood is looking to sell a piece of property and they need exact surveying done, whether it be a lot for sale or road expansion. Whoever is putting in the road has to purchase property for the road, also. I have sold 20ft.x 1/2 mile for a state highway widening.

They are checking the incline or decline of the land. It may be for a road or building project or who knows what. It tell them what is level and how much of a slope there is in a certain distance.

Or they may be using a GPS system if they are not using a Theodolyte or dumpy level.

Probally measuring off of section corners to stake out boundaries of a property in your neighborhood.

They are measuring the location of the other guy in relation to a known spot on the planet.

They are "eyeing" the exact point to point measurements for surveying property lines.
