When doing colonies, countries sent people in to places to establish places to do business with the home country - particularly to grow or make raw materials to ship home and to buy manufactured goods. The people were expected to think of themselves as English or Dutch or Spanish.
In the new imperialism, the countries wanted to dominate the economy and trading of the countries rather than ruling the people so they worked on the leadership to define their role.
