"can" it, yes.
if it is resting on the floor and there is a problem with one of the moving parts it could heat up enough to melt the floor. it could even start a fire.
there is also a electric motor that could overheat...

Not unless you have a serious problem. There should be nothing about a vacuum cleaner that is hot enough to cause a vinyl floor to melt nor carpet fibers to melt.

Probably not, but if you had the brush going on your upright vacuum, the friction could cause heat build up which could melt the vinyl, which is basically plastic.

Well it's never did it to mine i always vacuum my kitchen vinyl as it was faster than brushing it all the time.

it might if you have a rotating brush. Set the height adjustment all the way up so there is little or no brush contact .
