i found the shrine, it just wont let me do the mission.
says i havent followed the path required.
(i have beaten the game, top of all or almost all guilds)
Im running out of ideas.

You have to do the other missions for ALL the other dadric gods BEFORE you do that quest. Hopefully your smart enough to read this and follow the directions.

I would look on 'About.com'. They seem to have the best guides for Oblivion that I found, and also the best Hex codes. Just type in 'Oblivion' in the search box on the homepage, and it should come up with walkthroughs. Unfortunatly, I don't know right on top of my head what quest that is. I beat the game as well, but I am still finding side quests. :P

You have to beat all of the other Daedric Quests first. It's kind of a safety net in case someone was an idiot with their Daedric artifacts and didn't save one for Martin.
